Introduction

THIMUN (The Hague International Model United Nations) rules of procedure is the second most commonly used Rules of Procedures (ROPs) in MUN. The main difference between HMUN and THIMUN are below;

HMUN →Debate→ Lobby→ Create Resolution → Amend Resolution→ Vote

THIMUN → Lobby → Create Resolutions → Debate and Amend Resolution → Vote

Due to THIMUN starting with the creation of resolutions, THIMUN councils are generally more focused on substantive discussions to improve already written resolutions and feature a lot of questions and informal discussions. Where as HMUN is a more debate oriented aggressive ROP that creates resolutions toward the end.

Council Flow

Day 1 (First Committee Session)

  1. After the chairs formally announce the council sessions open, delegates are expected to give opening speeches regarding atleast 1 topic.
  2. Once opening speeches are done, the council moves into informal session (lobbying session) where delegates will now lobby, negotiate and try to form blocs in-order to create resolutions
  3. The entire first day is usually spent finding bloc-mates and creating resolutions. Try to be a main submitter as this will increase your chances of an award

Day 2 and Onwards

  1. On day 2 the chairs would expect at least 2 resolutions per topic as this would enable a good amount of debate and discussion.
  2. Chairs will then call out the main submitter of the resolutions based on order of submission (or sometimes chairs will look for a vote on which resolution will be discussed first).
  3. Main Submitter(s) will be then given the chance to give an opening speech on the resolution and what it is about
